Project Manager, Environment & Permitting

Key Responsibilities

Blackrock Silver is aggressively advancing its flagship Tonopah West silver-gold project in Tonopah, Nevada, and is looking to hire an experienced environmental & permitting specialist to join the team. Located off of US Highway 95, adjacent to the town of Tonopah, the Tonopah West project and conceptual mining operations are situated on private land (patented claims). A recent preliminary economic assessment envisions a conventional underground operation with an 8 year mine-life, producing an average of 8.6M AgEq ounces/year at an AISC of $11.96/oz. This role is essential to support the Exploration and Development teams. The Project Manager, Environment & Permitting is responsible for permitting and compliance, including creating environmental policies, procedures, training, guidance, and response to technical issues to ensure compliance with federal, state, and local environmental regulations. The purpose of this role is to manage the regulatory permitting and compliances processes for the Tonopah West project.

Job Duties:

Tonopah West Permitting

  • Coordinates and manages the delivery of permit and permit amendment applications according to the federal and state standards, supervises the preparation and submittal of compliance documentation to leadership and regulatory agencies, and interfaces with a diversity of internal and external stakeholders.
  • Acts as the company’s representative in meetings or other interactions with permitting and compliance agencies and local officials.
  • Identifies risks associated with changing legislation and court decisions. Works with Senior management, legal counsel, and lobbyists to mitigate associated risks.
  • Maintains current knowledge of developments in environmental fields, and changes in federal, state, and local laws and regulations. This may include actively pursuing training opportunities and attending trade conferences.
  • Collaborates with the project team and management to develop environmental programs, training, and employee orientation.
  • Analyzes the permitting process with respect to environmental risks; identifies critical path permitting processes, identifies potential political and social issues, develops and recommends strategies to minimize business risk and applies appropriate control mechanisms to address each concern.
  • Communicates permitting progress and project development risks to management
  • Prepares, maintains and administers budget for environmental department including contractors, consultants and technical activities.

 

Compliance

  • Ensures compliance with environmental regulations at the federal, state, and local levels by developing new, or enhancing existing, policies and programs.
  • Analyzes work environments to identify environmental risks; prioritizes and applies appropriate control mechanisms to address each concern.
  • Manages and maintains environmental management systems and compliance with respect to Blackrock policies.
  • Leads and supports environmental hazard identification and environmental incident investigations and ensure controls or corrective actions are implemented.

 

Supervisory

  • Provides leadership and support to the Tonopah West project team
  • Coordinates and manages environmental projects, including contractor, consultant, staff and technician activities.
  • Collaborates with management to develop environmental programs, training, and employee orientation for site employees and site contractors.
  • Conducts performance evaluations that are timely and constructive.
  • Handles discipline and termination of employees, consultants and contractors as needed and in accordance with Company policy.

 

Skills And Experience

  • Bachelor’s degree in environmental engineering, environmental management or related engineering or physical sciences field required.
  • At least ten (10) years of experience in environmental permitting and compliance.
  • Demonstrated working knowledge and compliance experience with applicable state and federal programs specifically for Nevada, United States.
  • Experience working with engineering, project development and operations teams during mine construction and permitting.
  • Experience leading teams and interacting with consultants.
  • Ability to sit and stand for extended periods of time, lift up to 40 pounds, climb stairs, walk over uneven ground, and manual dexterity to operate a computer and peripherals.
  • Valid driver’s license.
  • Authorized to work in the U.S.
